Not exactly clear on the PoC, but will try to find out.
This may have been discussed with ISPs/ISPAN few times. I was in one such meeting. It was an eye opener for the regulators regarding the infrastructure, performance and reliability aspects of Internet service.
The metrics employed by the regulator were outdated and they seem to be trying to make it more relevant but it was a surprise to me as well when I received the updated one without a broad discussions. NTA is eager to try to address hundreds of complaints they receive every month regarding Internet service quality but I believe this by-law is only a step forward and not a final product.
